The Personal Opportunity Economy

People’s work, incomes, choices, and opportunities—and democracy’s responsibility to sustain them.

Companies using AI and robotics can produce enough to meet basic human needs with far less human labour. Their commercial incentive is to make a profit; meeting everyone’s needs depends on purchasing power and public choices. The economy can grow while people’s incomes and opportunities shrink. When automation replaces wage income, its prosperity must reach people through other routes so they can keep buying from one another, working, creating, and shaping their own lives.

The Personal Opportunity Economy (POE) is the economy of people's work, incomes, choices, and opportunities. Democracy's responsibility is to sustain it so everyone can live well and shape their own life.

It exists today wherever people earn a living, buy from one another, develop skills, build businesses, and contribute to their communities. As production becomes more automated, the income sustaining these opportunities must keep pace. This responsibility applies with or without AI and robotics.

For the future, this framework examines SI—superintelligence—combined with robotics. In that scenario, automation reaches highly skilled work too. Preparing for large-scale displacement means establishing income and paid opportunities before people lose their livelihoods. The funding argument builds on IMF research and sets out this further scenario.

The responsibility of democracy: Sustain and strengthen the Personal Opportunity Economy through economic and technological change.

For paid human work, assess the specific contribution. The case is strongest when people using a service get a better outcome or experience from human involvement than from its automated alternative. This can differ by person and function; a profession’s name or long education does not establish an advantage. See jobs and education to compare examples.

What personal opportunity means

Your origins should not set the limits of your life. Democracy should make opportunity in the POE accessible whatever your birthplace, family, background, or abilities. Personal agency means having real power to choose a direction, develop your abilities, and change course. Education, healthcare, access to skills and resources, and help with barriers such as disability, childcare, or transport make those choices usable.

People should be able to pursue suitable work, build an enterprise, and recover from setbacks. Support should respond to their circumstances, including ongoing needs, and help them participate at an appropriate level. Paid roles carry responsibilities, and additional effort and earnings should improve a person's circumstances.

What the funding should make possible

PurposeWhat it provides
A secure foundationBasic income security and essential services, including during illness, recovery, or a change of direction.
Support to get on your feetHealthcare, rehabilitation, education and support during study, childcare, transport, mentoring, and accessible workplaces.
Meaningful paid opportunitiesJobs, apprenticeships, enterprise, cooperatives, and funded projects with useful purposes, responsibilities, and fair pay.

Democracy determines the balance between basic income, practical help, services, and paid opportunities. This includes the level of universal basic income, if adopted, the support people need to get on their feet, and the funding available for useful work. Sustaining and strengthening the POE is the purpose; democratic decisions set the amounts and arrangements within sustainable budgets.

Private businesses, public institutions, cooperatives, and associations can all provide opportunities. People can use modern technology in their work.

Different incomes and rewards

A good life for everyone, with room to earn more. People in the POE earn different incomes. Effort, learned skills, natural talent, responsibility, and enterprise can bring greater rewards and more choices. Some people are fortunate to have exceptional abilities; everyone should have the chance to discover and develop what they can do. A good life should be within reach for people with ordinary abilities too.

Abundant automated production can coexist with scarce experiences. The Eiffel Tower cannot accommodate everyone whenever they want to visit; particular places, live events, and people's time have limited capacity. Higher earnings can give people more choices about the goods and experiences they can afford.

Additional earnings should improve a person's circumstances. Taxes and the withdrawal of support should be designed so that taking on paid work or earning more remains worthwhile.

What this looks like in practice

A community needs more support for older residents. An elected authority allocates a budget, and qualified providers organise paid roles with training, supervision, and agreed responsibilities.

Someone returning after illness can begin with supported hours. Another person might establish a small service business. Childcare or transport assistance can make either opportunity usable. The community receives a service it values, and participants gain income, experience, and responsibility.

This illustrates how democratic funding can sustain and expand the POE. Actual programmes need a funded budget, employment protections, clear selection rules, and evidence that the work is useful.

What democracy decides

Democracy sustains the POE. People, through accountable democratic institutions, decide how much prosperity contributes to the common budget, which opportunities and education paths receive public support, and the balance of basic income, practical help, services, and paid work. The proposals in this document are starting points for those decisions. People can test them, review the results, and change direction as evidence, needs, and priorities change. National and local communities can choose different approaches within applicable rights and common rules. Within that framework, individuals choose their own work, education, and enterprise.

People must be able to discuss those decisions, preserve and examine public evidence, think independently, and replace decision-makers through democratic processes. Funding decisions should be transparent and open to challenge. Access should not depend on political loyalty.

The democratic process can improve too. People can propose and democratically adopt better ways to discuss choices, include more voices, weigh evidence, make decisions, and hold decision-makers accountable. Changes should be open to scrutiny and revision, protecting the freedoms to think, discuss, and remember. Both POE policies and the methods used to choose them remain open to improvement.

How to judge progress

Judge the health of the POE by whether a good life is within reach, people can make meaningful choices, and additional earnings improve their circumstances. Measure purchasing power, access to suitable paid opportunities, and the ability to develop skills and start viable enterprises. Track the income and spending sustaining human work as automation advances. Check whether family background, birthplace, disability, or location still close off opportunities, and direct practical support towards those barriers.

Higher output is useful when it supports these outcomes. Democracy has an ongoing responsibility to maintain them; specific budgets, tax rates, and legal entitlements require democratic decisions and sustainable funding.
